To compare BPO or IT outsourcing in Brazil, Panama, or even Mexico with outsourcing in India, China, or Eastern Europe there are a few things to consider.   With traditional offshore outsourcing destinations, particularly India, the industry was established to service a need primarily in the U.S. and Western Europe.  India has virtually no domestic Information Technology industry.  By comparison, the Brazilian domestic IT market is strong and about the same size as India’s, however, it was developed to meet a domestic demand for services.  The services providers in strong markets like Brazil don’t typically have business marketing plans to enter foreign markets, you have to find them.   In South America it is also important to look for companies that have English speaking decision makers that you can communicate with.  Hiring a Spanish or Portuguese project team leader does not help your company build the long-term strategic business to business relationships that are very valuable in S.A. countries.

U.S. companies have recently been attracted to Brazil as an IT rich low cost destination, but the initial psychology of many Brazilian companies is a little different than traditional destinations.    The corporate culture of companies in India and China for example is to actively market services to U.S. buyers.  In Brazil, although things are changing, this is still a pioneering idea.  Indian companies have worked in the U.S. for over 10 years and have marketing budgets that target U.S. clients.   For all but a few Latin American companies, the U.S. IT industry is a very foreign market.
